Codex, the new WordPress community wiki and documentation repository, has instructions on how to make the switch.

For the most part it’s no different than upgrading from 1.2 to 1.2.1, for example. The main difference is that you need to delete your old WordPress files first. The article also includes directions on how to turn your current index.php file into a WordPress 1.5 theme.
